The digital hub for waste- and environmental-related reporting obligations

Whether waste balance sheets, emissions declarations, or proof of reusable packaging quotas—compliance with waste- and environmental regulations entails numerous reporting and documentation obligations for both companies and public authorities. Electronic Datamanagement - Environment (EDM) ensures the legally compliant and efficient handling of submissions, reports, and documentation in environmental and waste management. EDM provides a centralized digital solution environment that consolidates, automates, and transparently represents legally relevant processes for all stakeholders. This simplifies administrative procedures, improves data quality, and ensures reliable compliance with legal requirements. The system was developed by the responsible environmental ministry in cooperation with representatives of the federal states—particularly the competent technical authorities—as well as with the Environment Agency Austria as the technical service provider and other partners. EDM is available at edm.gv.at.

How it works

By providing a reliable and user-friendly service platform, EDM makes a significant contribution to the continuous improvement and digitalization of processes in the environmental and waste management sector. EDM is a comprehensive e-government system consisting of a wide range of specialized reporting applications—from electronic waste balance sheets and the consignment note procedure for hazardous and POP waste, to the reporting of radon concentrations in workplaces, as well as pollutant and waste quantities from industrial facilities and waste treatment plants.

The core component of the system is the Central Facility Register (ZAReg). It manages the relevant master data on entities, locations, and facilities and serves as a common data basis for all EDM applications. Companies can fulfill their statutory reporting obligations within EDM in a legally compliant, traceable, and 24/7 accessible manner. Authorities, in turn, receive structured and standardized data to support their monitoring and enforcement tasks. The general public also benefits from transparent access to information on environmentally relevant activities in Austria. Particular emphasis is placed on automation and digital traceability—for example, in the fully electronic consignment note procedure (VEBSV 2.0), in the reporting of workplace radon concentrations, and in the collection of data on the recovery and collection of waste batteries and waste electrical and electronic equipment.

The Big Picture

As an integrated system of master data and transactional data registers, EDM minimizes administrative effort for both companies and public authorities. At the same time, it makes a significant contribution to environmental protection in Austria and the European Union by providing a solid basis for inventories, planning, impact assessments, and evaluations. In addition, EDM reduces administrative burden, increases legal and data security, and enables transparent, seamless communication between businesses and the administration. It provides reliable data for evidence-based environmental management at all levels. Climate protection also benefits—whether through paperless, fully digital processing or through robust decision-making based on quality-assured data. EDM is therefore far more than a technical solution: it is a key building block for a future-proof, coordinated administrative system that effectively combines digitalization with sustainability.
